Building LCA framework for the UK, the EU and SwedenSweden, the EU and the UKthe EU, Sweden and the UK
How we represent building LCA across UK, Swedish and EU rules: what each standard and regulation requires, where they differ, and the choices our data model makes so that one assessment can be reported under several methods. It covers all building types, with the UK first, then Sweden, and the EU in parallel.
This is our framework document, shared with practitioners for review. Tell us where it is wrong, incomplete or unclear with Give feedback, or by commenting on the spot.
About the sources. The content is checked against the primary documents: RICS WLCA v2 with templates, UKNZCBS V1 Rev 1 with submission template, (EU) 2026/52, Boverket (the Swedish National Board of Housing, Building and Planning) 2026:16 and 2026:29, BFS 2021:7, Boverket's register XSD and climate database, and Byggtjänst's CoClass mapping. Reading from the UK
You start from RICS WLCA v2 and UKNZCBS. This view puts the UK first and translates Swedish and EU rules into your terms.
What you already know
- RICS WLCA v2 (Version 3): modules A-C mandatory with D separate, a 60-year study period, kg CO2e/m² GIA, the RICS building-element categories, contingency and uncertainty uplifts.
- UKNZCBS V1 Rev 1: voluntary upfront limits (A1-A3, A4, A5.2, A5.3) per sector and start-on-site year, e.g. office 765 and storage 605 kg CO2e/m² GIA in 2026.
- No legal requirement. Planning policy (London Plan, local plans), certification (BREEAM) and clients drive assessments.
What is different in the other markets
- Sweden regulates by law. The klimatdeklaration (climate declaration) covers A1-A5 only, for the envelope, load-bearing structure and internal walls, without services, reported to Boverket.
- Swedish figures are per m² BTA (to the outside of the external walls) and in GWP-GHG, where biogenic uptake is not counted.
- From 2030 Sweden proposes limits per building type, e.g. 250 for offices and 190 for heated logistics halls over 1,000 m², including services and finishes.
- The EU reports GWP-total over 50 years, A1-C4 plus D1 and D2, per m² useful floor area, in the energy performance certificate from 2028.
Traps when you compare figures
- A UKNZCBS 765 and a Swedish 250 are not the same measure: scope, area basis and GWP variant all differ.
- BTA is larger than GIA (about 1.8% on the validated warehouse), so the same building shows a lower figure per BTA.
- A5.1 means demolition in RICS but construction waste in Boverket's data.
- Swedish regimes are triggered by the date of the building permit application; UKNZCBS by the start on site.

Reading from Sweden
You start from the climate declaration and Boverket's proposal for 2028 and 2030. This view puts Sweden first and translates UK and EU rules into your terms.
What you already know
- The climate declaration since 2022: A1-A5 for the envelope, load-bearing structure and internal walls, absolute kg CO2e per building part to Boverket's register, Boverket's climate database with conservative generic values.
- Boverket 2026:16 (consultation): life-cycle GWP from 2028 and limit values from 2030 per building type, in GWP-GHG per m² BTA.
- Voluntary: Miljöbyggnad, NollCO2, LFM30 and municipal requirements in land allocation.
What is different in the other markets
- The UK has no legal requirement. RICS WLCA v2 is the professional standard: modules A-C with D separate, 60 years, area GIA (inside the external walls), and kg CO2e per m³ for storage.
- RICS adds uplifts: contingency of 15, 6 or 0% by design stage plus data-quality and quantity uncertainty, where Sweden uses a conservative factor on generic data.
- UKNZCBS sets voluntary upfront limits per sector and start year, including services, finishes and first fit-out, e.g. office 765 and storage 605 kg CO2e/m² GIA (2026).
- (EU) 2026/52 is what the Swedish 2028 report follows: GWP-total, 50 years, per m² useful floor area.
Traps when you compare figures
- UK figures are per GIA and normally include services; a Swedish declaration figure today does not.
- RICS A5.1 is demolition, not construction waste.
- The UK has no national generic database, and the ICE database may not be used commercially from 30 September 2026.
- UKNZCBS limits follow the start-on-site year, not the date of the building permit application.

Reading from the EU
You start from EN 15978, Level(s) and the EPBD. This view puts the EU framework first, with Sweden as a national implementation and the UK as a market outside the EU.
What you already know
- (EU) 2026/52 sets the method: GWP-total, 50 years, A1-C4 plus D1 and D2, Shell and Core building parts, per m² useful floor area, as-built in the energy performance certificate.
- EPBD Article 7: disclosure from 2028 for new buildings over 1,000 m² and from 2030 for all new buildings, with national limit roadmaps by 1 January 2027.
- National regimes already set limits, e.g. France (RE2020), the Netherlands (MPG), Denmark (BR18) and Finland.
What is different in the other markets
- Sweden is a national implementation: it reports GWP-total from 2028 but sets its 2030 limits in GWP-GHG for A1-A5 per m² BTA.
- The UK is outside the EU. RICS WLCA v2 builds on EN 15978:2011 with its own building-element tree and a 60-year study period.
- UKNZCBS limits are upfront only (A1-A3, A4, A5.2, A5.3) and follow the start-on-site year.
Traps when you compare figures
- Per year or in total: Denmark and Finland state kg CO2e/m² per year over 50 years; Sweden, the UK and (EU) 2026/52 state totals.
- Area bases differ: useful floor area, BTA, GIA, BVO (NL), SREF (FR), heated net area (FI).
- The Netherlands limits a shadow cost in € per m² BVO and year, not kg CO2e; France uses a dynamic LCA.
- RICS A5.1 is demolition; Boverket's A5.1 is construction waste.

01The short version
- A building LCA is an LCA of LCAs. You take a bill of quantities with thousands of lines, link each line to a ready-made dataset (EPD or generic value) with LCIA results per module, multiply and sum. The hard parts are quantities, classification, data choices, scenarios and rules.
- Same foundation, different rules. Sweden and the UK both build on EN 15978 and EN 15804. The differences sit in the method profile: modules, building parts, GWP variant, area, generic data and uplifts.
- Sweden today: klimatdeklaration (climate declaration) for A1-A5, klimatskärm (building envelope) + load-bearing parts + internal walls, uptake is not counted, absolute kg CO2e per building part to Boverket's register. Industrial buildings and workshops are exempt.
- Sweden 2028/2030 (proposal): the climate declaration is repealed at the end of March 2027 and replaced by a requirement in PBL (plan- och bygglagen, the Planning and Building Act). EU report in GWP-total from 2028, Swedish limit values in GWP-GHG per m² BTA from 2030, with a separate category for logistics halls.
- UK: no legislation. RICS WLCA v2 (Version 3, Aug 2024) requires A-C with D separate, 60 years, its own building-element categories and uplifts. UKNZCBS V1 gives voluntary limit values per sector and start year.
- EU: (EU) 2026/52 in force since May 2026: GWP-total, 50 years, total per m² useful floor area, seven reporting columns.
- For the data model: store raw data at line level with provenance, calculate per method profile, save reports as immutable snapshots with a scope fingerprint. Store area and volume, and one row per use with its area (mixed-use buildings are weighted by area).
- Validated against real data from a first client: 306 OneClick exports, a verifier's report template and a complete BIM project. The structure held and the line totals reconcile in every file (section 13). The client's own method sits in a client layer on top of the market model.
02What is different about building LCA
Functional unit: a building over a study period
The object is the whole building and the result is normalised to kg CO2e per m². Two things must always be stated: the normalisation unit (Sweden m² BTA, EU m² useful floor area, UK m² GIA and, for industrial and storage buildings, m³ internal volume under RICS) and the reference study period (none for today's Swedish climate declaration, 50 years for the EU and for Sweden from 2028, 60 years for RICS). EN 15978 calls the whole the functional equivalent; results may only be compared between buildings with the same one.
The inventory is a bill of quantities
- Source documentsDrawings, BIM, cost estimate, delivery notes
- Bill of quantities"External wall YV-01, 2,400 m²"
- Building partClassified: RICS 2.5.1, CoClass B10.AD, building envelope
- Material line150 mm mineral wool → 10,800 kg
- DatasetEPD or generic, value per module
- ScenariosA4 transport, A5 waste, B4 replacement, C
- UpliftsCoverage, contingency, top-up
- Reportkg CO2e/m² per module and building part
| Level | What it is | Example |
|---|---|---|
| Element / building part | Functional part of the building | External wall type, ground slab, roof |
| Material / layer | What the element consists of | 150 mm mineral wool, steel sheet, reinforcement |
| Product | What is actually purchased | A named insulation product from a manufacturer |
| Dataset | Environmental data that represents the product | EPD registration number, Boverket resource ID 6000000026, ICE entry |
Declared unit and conversion
An EPD states results per declared unit (1 kg, 1 m³, 1 m², 1 piece). The bill of quantities states the quantity in the designer's unit. Conversion factors are needed between them: density, mass per area, thickness, mass per piece. Unit errors are the most common error, so the factor is always stored with its source.
Scenarios and design stages
A1-A3 come from the dataset. Everything else is scenarios from the EPD, national default values or the project. An LCA is carried out several times as the project matures, and early stages are compensated for with uplifts.
| UK (RIBA Plan of Work) | Sweden | RICS phase |
|---|---|---|
| 0-2 Strategic definition, Preparation, Concept | Programskede (programme stage) | Early design |
| 3-4 Spatial coordination, Technical design | Systemhandling, bygghandling (scheme design, construction documents) | Technical design |
| 5 Manufacturing & construction | Produktion (construction) | Construction |
| 6-7 Handover, Use | Relationshandling (as-built) | Post-completion |
The Swedish climate declaration is made as-built, before the slutbesked (completion certificate). RICS requires an early baseline plus as-built.
03The standards pyramid
From the foundation up to the client. Each level builds on the one below.
| Level | Sweden | UK | EU / common |
|---|---|---|---|
| Client (client layer) | Property owners' and investors' own methods and templates: selection of building parts, own area, own uplifts and targets | ||
| Voluntary | Miljöbyggnad 4.x, NollCO2 2.0, BREEAM-SE, LFM30 | UKNZCBS V1, LETI, RIBA 2030, SCORS, BREEAM V7, GLA | Level(s) 1.2 |
| National method | Act 2021:787 + BFS 2021:7; proposed PBL requirement 2028/2030 | RICS WLCA 2nd ed. (professional standard) | EPBD 2024/1275 + (EU) 2026/52 |
| European standard | EN 15978 (building, new edition 2026) · EN 15804+A2 (product) · EN 15941:2024 (data quality) · EN 15643 (framework) | ||
| Foundation | ISO 14040/44 · ISO 14025 (type III EPD) · ISO 21930 · ISO 21931-1 · ISO 15686 (service life) · ISO 22057 (EPD in BIM) | ||
EN 15978:2026 is published (CEN Nov 2025, BS EN July 2026, SS-EN available) and replaces the 2011 edition after roughly 24 months of coexistence. New: module A0, voluntary B8, D split into D1/D2, indicators aligned with EN 15804+A2. RICS v2 and the climate declaration are still based on the 2011 edition.
04Life-cycle modules A0-D
The modules are the most important dimension in the data model. Choose a method to see what it counts.
The EU report has seven columns: A1-A3 | A4-A5 | B1-B4 | B6 | C1-C4 | D1 | D2. A0 does not appear in the EU text. RICS and the EU split B1 into B1.1 (materials, carbonation) and B1.2 (refrigerants).
A5 is split differently, and the code A5.1 means two things
| Sweden | RICS v2 | Content |
|---|---|---|
| A5 waste: in Boverket's API A5.1, in the register a5ByggspillGK/SK | A5.3 Waste | SE: (waste factor − 1) × (A1-A3 conservative + A4). RICS: waste rate × (A1-A3 + A4 + C modules by treatment route). |
| A5 energy (energiPaverkan) | A5.2 Construction activities | SE: measured quantity × generic energy factor. RICS: default 40 kg CO2e/m² GIA. |
| not included | A5.1 Pre-construction demolition | 35 kg CO2e/m² demolished GIA, demolition within 3 years before the project |
| not included | A5.4 Worker transport | Voluntary |
Code clash. Boverket's "A5.1" is construction waste, RICS "A5.1" is demolition. The model stores sub-modules with a system-specific code (A5_SE_SPILL, A5.3) and aliases per source, and flags an A5.1 with no system given.
05Product level: EPDs and EN 15804
An EPD is a third-party verified type III declaration (ISO 14025) under EN 15804, with LCIA results per module and indicator for a declared unit. It is published by a programme operator (International EPD System, BRE, EPD Hub, IBU, EPD Norge) and is valid for 5 years.
+A1 versus +A2: why the GWP figures cannot be compared directly
| EN 15804+A1 (2013) | EN 15804+A2 (2019, required for new EPDs since 2022) | |
|---|---|---|
| Characterisation | CML-IA (AR4-era GWP100) | EF 3.0 (AR5-based GWP100) |
| GWP | A single figure, usually without biogenic | GWP-total = fossil + biogenic + luluc |
| Biogenic carbon | Often 0/0 or omitted | -1/+1: uptake negative in A1-A3, release in C3/C4 |
| Mandatory modules | A1-A3 | A1-A3 + C1-C4 + D |
The GWP variants
| Variant | Definition | Used by |
|---|---|---|
| GWP-total | fossil + biogenic + luluc | EU EPBD, RICS (sequestration separate) |
| GWP-fossil | Fossil emissions | Part of total |
| GWP-biogenic | Biogenic uptake and release | Reported separately |
| GWP-luluc | Land use | Part of total |
| GWP-GHG | Everything except biogenic CO2 uptake/release | Swedish climate declaration and the proposed 2030 limit value |
RICS accepts +A1 (sequestration is then calculated separately). Boverket's climate database is calculated under EN 15804:A1 and supplies "GWP-GHG AR4". Where an EPD lacks GWP-GHG, Boverket proposes: GWP-GHG(A1-A5) = GWP-total(A1-A5) + 44/12 × biogenic carbon in product and packaging.
Timber often gets a negative GWP-total in A1-A3 that is only balanced out in C. That is why Sweden uses GWP-GHG and RICS reports sequestration separately. The model flags derived values.
Zero is not the same as missing
An EPD can state a module as a value, ND/MND (not declared) or MNR (not relevant). The model distinguishes between them; otherwise a missing C module looks like zero emissions.

06Sweden
Reading from the UK. Sweden regulates by law and keys the regime to the date of the building permit application. Read every figure here as kg CO2e per m² BTA, A1-A5, in GWP-GHG. The 2022 declaration leaves out services and finishes, so its figures are not comparable with a RICS or UKNZCBS figure.
Reading from the EU. Sweden's 2028 requirement follows (EU) 2026/52 for reporting, but the 2030 limits use GWP-GHG for A1-A5 per m² BTA, a national choice. Coverage of at least 90% and a conservative factor on generic data are Swedish additions with no counterpart in the EU text.

| Skyddsrum (civil defence shelters, that part only) | 1,500 | |
| Övriga byggnader (other buildings) | 295 | 449 (highest P75) |
The limit values are around 35% below the 2020 median. In the hall data, Boverket added +40 kg/m² where finishes and services were missing (around 20 where they were reported), and measured A5 energy was 10-60% of the default value. The roadmap (draft 2026:29) covers only A1-A5; the 2040 milestone is based on the EU target of a 90% reduction compared with 1990, linear 2030-2040. No figures are given for 2035-2050.

Reading from Sweden. There is no law here: the method comes from RICS and the limits from voluntary UKNZCBS, planning policy and clients. Read figures as kg CO2e per m² GIA (inside the external walls). RICS covers A-C over 60 years and adds contingency and uncertainty uplifts instead of a conservative factor.
Reading from the EU. The UK is outside the EU and the EPBD does not apply. RICS WLCA v2 still builds on EN 15978:2011, not the 2026 edition, uses its own building-element tree and a 60-year study period, and reports sequestration separately.
There is no legal requirement on embodied carbon web. Requirements come from the RICS standard, planning requirements, voluntary standards and clients.

Contingency applies to all modules except B6-B8. Data quality is scored for the 10 most important products: geography 0-10, technology 0-6, product specificity 0-6, time 0-8, granularity 0-5, verification 0-5 (max 40). The weighted mean gives the uplift: ≤ 10 points 7%, 35-40 points 1%, 40 points 0%. Quantity uncertainty: 0 measured, 1 designed, 3 estimated, 5 benchmark, which gives 0-4%. The confidence score must be reported.
The link to client methods. For example, a property owner's top-up uses RICS v2's two factors (data quality and quantity), scored on the 10 largest A1-A3 products. The result is one factor for the whole project applied to every row, default 11%. The RICS phase contingency is set to 0.

UKNZCBS V1 Rev 1 (Apr 2026): Storage & Distribution
Industry standard with mandatory third-party verification, only for completed and occupied buildings. The upfront limit covers A1-A3, A4, A5.2 and A5.3 without sequestration, with the RICS uncertainty uplift. In: RICS 0.1.2, 1, 2, 3, 4.1-4.3, 5 except solar PV, first fit-out. Out: 0.1.1, A5.1, external works (8), solar PV (own limit), loose furniture. The limit year is the date of commencement. Internal volume is a mandatory field for storage. Offices within the warehouse are classed as Offices.

Solar PV: 1,000 kg CO2e/kWp in the standard, 750 in the submission template. Operational energy, new build 2026: unheated 39, heated 88, cold store 169 kWh/m²/yr.
BREEAM UK New Construction V7, Mat 01 web
BREEAM certification is more common than stand-alone LCA in the UK market, and owners often require "Excellent" on every building, so Mat 01 drives LCA volume.
| Topic | Rule | Status |
|---|---|---|
| Stages | V7 rewrote Mat 01 (aligned between UK and International). Credits for a concept design LCA with embodied carbon reporting and for a technical design LCA. Practitioners report that an as-built LCA must now also be submitted, so one building can need three assessments. | Design stages: BRE GN51 (Jul 2026). As-built: practitioner input, to be confirmed. |
| Method | Practitioners report that the Mat 01 LCA now aligns with RICS WLCA v2. 60-year study period for all stages. | Verify against the V7 manual |
| Tool | Only BREEAM-recognised LCA tools are accepted: IMPACT-compliant tools or tools evaluated by BRE (list KBCN1118). A new tool applies to BRE. | BRE Knowledge Base |
| Scope | Wider than many client target scopes: elements a client reports outside its target can still be required. | Practitioner input |
In the model the three stages are linked assessments of one building, the BREEAM profile carries the required stages and the tool rule, and the tool used is recorded so that compliance can be checked.
Other systems and reference values
LETI has bands per type (office, residential, schools, retail; band A around 300-350 kg/m² GIA), RIBA 2030 has whole life-cycle targets (office 750, residential 625), the GLA has benchmarks, SCORS covers only the structure, and the draft London Plan 2026 proposes 500/700 for residential under/over 11 m and 700 for Use Class E web. None of them has a storage category.
08The EU layer
Reading from the UK. (EU) 2026/52 does not apply in the UK, but UK owners with assets in the EU report under it from 2028. Compared with RICS: 50 years instead of 60, a total per m² useful floor area instead of per m² GIA, and Shell and Core tiers instead of the RICS categories.
Reading from Sweden. This is the framework that Boverket's 2028 proposal implements. The EU text has no coverage rule, no uplift for default values and no standard service lives, so Sweden fills those gaps nationally.
Delegated Regulation (EU) 2026/52
| Parameter | Rule |
|---|---|
| Dates | Adopted 16 Dec 2025, OJ 4 May 2026, in force 20 days later. Replaces Annex III of the EPBD. |
| Indicator and period | GWP-total, 50 years, total over the period per m² useful floor area, as-built, in the energy performance certificate |
| Modules | A1-A5, B1.1, B1.2, B2-B4, B6, C1-C4, D1, D2 mandatory; B5, B7, B8 voluntary; A0 does not exist |
| Building parts | All Tier 2 under Shell (foundations incl. piling, frame incl. mezzanines, envelope incl. industrial doors and roof covering) and Core (internal works, built-in furniture, finishes, 10 service groups incl. solar PV and batteries). External works voluntary. |
| Data hierarchy | CPR declarations must be used where available, then ecodesign, project/product-specific and sector data (if nationally permitted), generic, default values |
| Missing | Uplifts for default values, cut-off, default service lives, transport and waste defaults |
| National choices | B4 replacement rule and allocation method (mandatory choices), B6 limited to B6.1, forward-looking factors, worst-case scenarios |
EPBD Art. 7 (2028/2030, roadmaps by 1 Jan 2027), CPR 2024/3110, EN 15978:2026 and Level(s) have not been verified against the primary text web.
Certification on the continent. In Germany the main scheme is DGNB (System 2023, criterion ENV1.1 for new buildings), which refers in many places to the calculation rules of QNG (Qualitätssiegel Nachhaltiges Gebäude). Assessments made for BREEAM, DGNB or a client method are often the same model adapted, so the model keeps one inventory and reports it per profile. DGNB parameters are not yet modelled web.

Five differences that affect the figure most
- Building-part scope: services, finishes and external works in or out. Boverket added +40 kg/m² for missing finishes and services in halls.
- Normalisation: BTA (outside) versus GIA (inside) versus m³ internal volume (RICS for storage).
- Generic data: +25% on Boverket's product data; RICS has uncertainty uplifts instead.
- A5: measured energy in Sweden versus 40 kg/m² GIA in RICS.
- GWP variant: GWP-GHG versus GWP-total, a large difference for timber.
Limit values by building type
All values are held in benchmarks.json with scope, status and source, and are linked to the neutral building types in building-uses.json. The values cannot be compared directly: UKNZCBS is upfront per m² GIA, SE is A1-A5 GWP-GHG per m² BTA, FR is dynamic LCA over 50 years, NL is a shadow cost in €/m² BVO per year.

The Nordic countries calculate per year over 50 years: Denmark (from 1 July 2025, incl. B6) 6.7 small houses, 7.5 multi-dwelling buildings, offices, retail and storage, 8.0 other, plus 1.5 for A4-A5; Finland (from 9 Jan 2026) 16 to 29 kg/m² heated net area per year depending on type web. UKNZCBS and SE are read from the primary documents; FR, NL, LETI, DK and FI are based on secondary sources.
10Building parts in scope
There is no official crosswalk between the Swedish and British building-part systems, so we build our own with a neutral code as the pivot. The UK codes are RICS v2's building-element categories. The CoClass codes come from Svensk Byggtjänst's mapping for the climate declaration. The table is read from building-part-crosswalk.json v0.4 (the market layer). A client's own report rows are added as an extra column in the client layer.
BREEAM UK and GLA exports use the older RICS code tree, where the same number means different things (8.2 is roads in the old tree but planting in v2). Which code system applies is therefore determined by the tool, according to source-labels.json.

11The data model
Design principles
- Raw data at line level, always. Quantity, unit, raw classification, raw material name, dataset, scenario. It is the only thing that can be recalculated.
- Method profile as configuration. Each method is a record: modules, indicator, study period, area, building-part scope, uplifts, data hierarchy.
- Classifications are many-to-many, with a neutral building-part code as the pivot.
- Every uplift is its own record, never baked into a factor.
- Indicator values in a long table: dataset × module × scenario × indicator → value + status.
- Every result carries a scope fingerprint.
- Reports are immutable snapshots with a hash.
- Version everything that changes: databases, methods, default values, mappings.
- Provenance everywhere: where the quantity, the factor and the scenario came from.

Verification, portfolio metrics and restatement
- Verification is a loop. The assessor sends a results template, the BIM model, drawings and a cost plan; the verifier returns queries per part or material; the assessor answers and updates until the verifier signs off or concludes that the assessment cannot be verified. The model stores the deliverables, each round of queries and responses, the outcome and the summary report. Continental verifications are often done without drawings, which is why the deliverables list matters.
- Quantities need a source order. Each part keeps which source gave the quantity (BIM, drawings, specification, cost plan, delivery notes, procurement) and the evidence behind it. Conflicts and double counting across models are flagged, not silently resolved.
- Specifications are checked against datasets. Strength class, cement type, SCM share, reinforcement type and amount are stored per line, so a steel-fibre slab modelled with rebar, or a CEM III mix modelled with a CEM I EPD, shows up.
- Completeness per part. Comparing each part with buildings of the same typology shows where an assessment is likely incomplete.
- Portfolio metrics are aggregates. An owner's annual target is typically total kg CO2e of all included buildings divided by their total area. Buildings with non-standard elements, such as a cold store, can be excluded or have those elements split out; the decision is stored per metric and year.
- Restatement. When emission factors or methods change, earlier years are recalculated as new snapshots while the original figures stay reproducible.
Calculation flow
for each material line: 1. roll up classification → neutral building part → in the profile's scope? 2. convert quantity to the dataset's declared unit (stored conversion) 3. choose indicator per profile (GWP_GHG or GWP_total), flag if missing 4. A1-A3 = quantity × value [SE: conservative value if generic] 5. A4: SE climate database transport legs; RICS table 17 with 43% empty running 6. A5 waste: SE (waste factor − 1) × (A1-A3 + A4); RICS rate × (A1-A3 + A4 + C) 7. B4 = (A1-A3 + A4 + A5 + C) × number of replacements(RSP, ESL) [if the profile requires B] 8. C1-C4, D1, D2 from dataset or scenario at assessment level: 9. A5 energy measured (SE) or 40 kg/m² GIA (RICS); demolition 35 kg/m² demolished GIA 10. uplifts in the profile's order: coverage, contingency, uncertainty, top-up 11. aggregate per module group and building part 12. normalise (m² BTA / m² GIA / m³ / m² useful), both scenarios → ReportSnapshot
Re-reporting means running the steps again with a different profile. Hard incompatibilities are flagged instead of being silently converted: +A1 data in a +A2 profile, EPDs without C and D, GWP-GHG where GWP-total is required, imported totals that cannot be broken down, different area standards.
The current project-lca.schema.json is kept as a flat report view for the first client, so the app is not affected.
12Populating on an ongoing basis
| Step | What | Source | Frequency |
|---|---|---|---|
| 1 | Reference data: modules, indicators, method profiles, building-part crosswalk, benchmarks | data/schemas/reference/ | On rule changes |
| 2 | Generic datasets: Boverket 02.07.000 (230 entries), ICE, the OneClick catalogue (545) | Boverket API, download | Annually |
| 3 | EPDs: ILCD+EPD, openEPD, PDF as a last resort | Environdec, ÖKOBAUDAT, ECO Portal, EC3 | Ongoing |
| 4 | Assessments: OneClick exports, client templates in Excel, BM-XML, IFC | Import | Per project |
| 5 | Benchmarks: UKNZCBS, Boverket, FR, NL, DK, FI, LETI, RIBA, GLA, BECD; the client's own in the client layer | Manual | Annually |
| 6 | Mappings: material name → dataset, category → building part | Rules + review | Ongoing |
- Always import the raw line first, then normalise. Store the source file and line number.
- A new method version becomes a new profile; old reports must remain reproducible.
- A new database version becomes new datasets; the old ones are kept.
- Mappings have a confidence and an author, so manual decisions can be reused.
- Flags are created on import and follow the line until they are resolved.
13Validation and client layer
The model was tested against real data from a first client, a European logistics portfolio: 306 OneClick exports with content, the verifier's report template and method, and a complete BIM project (12 IFC models, quantity take-offs, three OneClick designs). Client data is kept outside the repo. Method and lessons: docs/LCA_VALIDATION.md.
What held
- The chain project → building → assessment → building part → material line → dataset/result → report carried both the portfolio and a BIM project with 37,675 building parts.
- The line totals match the tool's own module totals in 306 of 306 files. Recalculation per method profile works at line level.
- BIM quantities match the LCA tool for the large items (ground slab and steel within 1%).
What broke and has been fixed
| Problem | Fix |
|---|---|
| Only 1 of 323 packages validated (the declared unit is always missing in the export), while the schema let free text through | Optional unit with status; strict entities; modules, indicators and profiles as enumerated values |
| The classification only knew RICS v2 | source-labels.json: code system chosen by tool; tables for the older tree, v2, BREEAM Mat 01, OneClick Question |
| Tools were treated as method profiles | Assessment.sourceTool; the method profile is the calculation method |
| Sequestration and balancing rows had no place | Result.component |
| BIM: the same ground slab in four models, placeholder layers as solid volumes, no place for volume | SourceModel, inventoryRole, quantity semantics, VolumeMeasurement |
| The client's method sat in the market data | Client layer: CLIENT_* profiles and a client column in projects/<tenant>/reference-data/client-profile.json |
The portfolio by method (kg CO2e/m², median, range for unclear building parts)
| Profile | P25 | Median | P75 |
|---|---|---|---|
| A1-A5, everything | 248 | 303 | 365 |
| UKNZCBS upfront scope | 187-232 | 245-275 | 291-328 |
| SE 2030 limit-value scope | 176-245 | 227-301 | 273-357 |
| EU A-C | 222-268 | 282-332 | 352-386 |
The client layer
Property owners and verifiers often have their own methods: a selection of building parts, their own area (often lettable area), their own uplifts and an Excel template. These sit in a client layer on top of the market model, never in it. An assessment has one calculation method and a list of evaluated profiles that can mix market profiles (UKNZCBS, SE 2030, EU) and client profiles. The first client's entire method could be expressed in this way, with no changes to the core schema.
Lesson for all client methods. The classification determines the client figure: a template that reads RICS v2 codes loses 14-15% of the carbon from tools that use the older RICS tree, unless it is recoded. Validation should therefore happen in the model, before the template.
14Regulatory radar
What applies and what is coming in the UK, Sweden and the EU, ordered by your market lens, and whether the model can handle it. Future regulations are held as profiles marked horizon and must be verified against the primary text before they are used for compliance. Details: docs/LCA_REGULATORY_RADAR.md.
Two findings beyond the regulations. Portfolios change owner and method through acquisitions; client methods therefore sit in their own layer, and ownership has validity dates. The ICE database may not be used commercially after 30 September 2026, so emission factors taken from it need another licensed source.

Why the model can handle new rules
- Every regulation is a versioned profile, and limit values are data (category × year × value × status).
- All areas are stored in parallel (BTA, ljus BTA (above-ground BTA), Atemp, GIA, NLA, useful floor area, SREF, BVO, NRF, volume) and the profile chooses the denominator.
- Both GWP variants plus MKI, RE2020 Ic and CML; modules according to EN 15978:2026.
- Trigger dates determine the regime; product data from CPR, product passports and CBAM is kept separate from EPDs; licence status per dataset.
- Corporate reporting and change of ownership (Scope 3 category, year, ownership share).
